Please advise on what exactly are the minimum requirements to do business with US Govt, i.e. # employees (if any), accounting/procurement system requirements, functions that company needs inhouse, etc. Thank you.

That would depend on the type and size of contract you're pursuing. You can check the Federal Aquisitions Regulations ("FAR") with particular attention to Part 30.

Message:I really do not think there is an exact amount. Example: Three people can win a contract as a start-up organization and then grow to 50, 100, etc. depending upon the requirements of that contract. Or you can also now be winning additional contracts.
Note: Always ensure you maintain compliance. In my experience growing organizations forget about compliance requirements until it is too late - then the problems come which could cause reducing headcount, lost of contract, withhold of funds, defective pricing, etc.
